SREANG KIMLEE

7th-8th President
2017-2022

He participated in the Ship for Southeast Asian Youth Program (SSEAYP) as a Participating Youth (PY) in 2004 and the National Leader (NL) of Cambodia contingent in 2012. One of the pioneering members, he joined the Executive Committee of SSEAYP International for the 2005-2006 term as the Public Relations Officer. Kimlee is a respected leader for his longest serving executive leadership in SSEAYP International Cambodia. Over the course of 18 years, he held the office respectively as Secretary General for 2 terms, Vice-President for 2 terms, and President for 2 terms. He has had his involvements in all the major historical events such as SIGA 2007 & 2016 , SSEAYP’s Country Port-of-Call in 2014 and 2017, and SSEAYP Library Construction Project in Domnak Raing Commune of Kompong Speu. He remains the prominent Advisor to President (AP) in the 2023-2024 term. Having graduated with a Master degree in Business Administration from University of Wales, UK in 2011, Kimlee is also the Deputy Secretary General of National Youth Development Council.

HENG SOKNANG

5th-6th President
2013-2016

Heng Soknang participated in the 28th and 30th Ship for Southeast Asian Youth Program (SSEAYP) as a Participating Youth (PY) in 2001 and 2003.  After joining SSEAYP, he continued his education journey leading to a Master Degree majoring in Commercial Law at Deakin University in Australia in 2006. Due to his strong commitment and extraordinary capacity, he served as President for two terms from 2014 to 2016. During his terms, he led SIC successfully for hosting SSEAYP Port-of-Call in 2014  and 28th SSEAYP International Assembly (SIGA) in Siem Reap in 2016.   Currently, he is a Deputy Director General of the General Tax Department (GDT).

CHAN SOPHAL

4th President
2011-2012

Dr. Chan Sophal participated in the Ship for Southeast Asian Youth Program (SSEAYP) as a Cambodian National Leader in 2004. He was elected Vice President of SSEAYP International Cambodia in the first term of 2004-2005. He was elected as president for 2011-2012 term.  Currently, He is working as the Deputy Director of the Radio and TV Station at Cambodia’s Ministry of Interior. He is also the Owner and Chairman of Newtown International School (NIS) and Brachnasastra Technology Institution (BTI) in Kampong Speu province. He is an established agricultural businessman investing in hundreds of hectares of coconut trees.

MOEUN MORN

3rd President
2009-2010

MOEUN MORN participated in the Ship for Southeast Asian Youth Program (SSEAYP) as a Participating Youth (PY) in 2003 and as OBSC (Onboard SSEAYP Conference) representative in 2008. He graduated with a Master degree in Public Policy and Management from University of Melbourne, Australia in November 2015 and Master of Business Administration from University Canada West, Canada in April 2023. Currently, Morn lives and works as a Business Development Manager at a medical institution in Canada.

KANG RITHISAL

2nd President
2007-2008

Kang Rithisal participated in the Ship for Southeast Asian Youth Program (SSEAYP) as a Participating Youth (PY) in 2003 and as OBSC (Onboard SSEAYP Conference) in 2007. He was among the highly active members by joining force with other former participants in efforts leading to the establishment of SSEAYP International Cambodia alumni association in 2004. He became the Social Affairs Officer of the Executive Committee for 2005-2006. Demonstrating his outstanding executive leadership, he was elected President of SSEAYP International Cambodia for 2007-2008, in which term he was Chairman to lead 52-strong organizing committee of Cambodia’s first ever SSEAYP International General Assembly (SIGA) in 2007 in Siem Reap. Today, he continues to be a long-time prominent advisor to this alumni association. Apart from SSEAYP, Rithisal is a Fulbright Scholar with an MA in Management from State University New York at the City of Buffalo. He is a well-seasoned professional with extensive knowledge and skillset in management and leadership with 20 years of experience in corporate, governmental and non-profit industries.

SEANG SOPAGNA

1st President
2005-2006

Mr. Seang Sopagna participated in the 30th Ship for Southeast Asian Youth Program (SSEAYP) in 2003. Right after the program, he took the lead in the establishment of SSEAYP International Cambodia in 2004, the same year he rejoined SSEAYP as first Cambodia’s OBSC representative to SSEAYP 2004. He was elected President of SSEAYP International Cambodia for 2005-2006 term. Sopagna is the President of Cambodia-ASEAN International Institute and Immediate Past President of Young Entrepreneurs Association of Cambodia. Currently, he is also a board member of Cambodia Development Center, a development and policy research think-tank of Cambodia. Before that he held several managerial positions with both local and international entities including holding office as the President of Australian Alumni Association of Cambodia from 2012 to 2014. Having taught at several prominent university in Phnom Penh, he is also a Certified Master Trainer for ASEAN’s In-company Training. He has become an executive coach and trainer in management and leadership for more than 10 years. Mr. Seang Sopagna holds Master’s Degree in Public Policy and Management from Carnegie Mellon University, Australia and Master’s Degree in Economics from Royal Academy of Cambodia.
